Campaign Disclosure Forms and Filings
The Fair Political Practices Commission (FPPC) was created by the Political Reform Act of 1974 (Act). The FPPC develops required forms, prepares manuals and instructions, aids agencies and public officials with record keeping and reporting, and maintains a central file of statements of economic interests (SEI) for certain state and local officials.
At specified intervals, certain forms are required to be filed by elected officials, commissioners, city employees, and committees in support or opposed to local candidates. The most common forms used by the City of Martinez and a link to previously filed forms are below.
- PUBLIC ACCESS PORTAL - Use the Public Access Portal to research campaign contributions and expenditures, review campaign statements filed by candidates, or examine a committee's filing history.
- FILER ACCESS PORTAL - Use the Filer Access Portal to create electronic campaign statements. Before you begin you must have received your Electronic Filing System filer identification number and password. To get a filer identification number and password for your committee, call the City Clerk’s Office at (925) 372-3512.

Statement of Economic Interest - Form 700
Every elected official and public employee who makes or influences governmental decisions is required to submit a Statement of Economic Interest, also known as the Form 700. The Form 700 provides transparency and ensures accountability in two ways: (1) provides necessary information to the public about an official’s personal financial interests to ensure that officials are making decisions in the best interest of the public and not enhancing their personal finances; and (2) it serves as a reminder to the public official of potential conflicts of interest so the official can abstain from making or participating in governmental decisions that are deemed conflicts of interest.
- FPPC TRANSPARENCY PORTAL - Search for filed forms from Elected Officials and 87200 Filers.
- PUBLIC ACCESS PORTAL - Use the Public Access Portal to search for forms filed by those covered under the City of Martinez Conflict of Interest code.
- FILER ACCESS PORTAL - Use the Filer Access Portal to create electronic campaign statements.
