In 2019, the Metropolitan Transportation Commission (MTC) allocated funds to develop Community-Based Transportation Plan (CBTP) updates for the Bay Area’s Communities of Concern, which included Downtown Martinez. The Downtown Martinez CBTP identifies transportation gaps and recommends strategies to address those gaps. It highlights the need to make street conditions safer for pedestrians, to improve safety on existing and future bicycle infrastructure, and to expand access to transit in plan area. The outreach approach for the Downtown Martinez CBTP engaged members of several specific population groups, including but not limited to, senior citizens, persons with disabilities, and low-income residents. Key findings from the public engagement process were as follows:

• People expressed frustrations with long bus wait times, and bus routes that do not connect them to their desired destinations.
• There is a demand for safer bicycle infrastructure, and an improved network.
• The area lacks local and regional connectivity.
• Transit providers need to provide better user guidance and improve the availability of on-line and off-line transit information.
• Sidewalk maintenance needs to improve, in particularly for wheelchair users or those who are visually impaired.
