Construction Notification Letter

The 2022/2023 Surface Seal Project, funded by Measure D, includes rubberized cape seals and slurry seals as well as base repairs, curb ramp improvements, curb and gutter repairs, and new pavement striping and markings. 

A Rubberized Cape Seal is a two step process consisting of a rubberized chip seal and a slurry seal.  A rubberized chip seal involves the spreading of small diameter (< 1/2") rock with asphalt binder that includes rubber in the emulsion. The rubber holds the rock better than asphalt binder only and also prevents smaller cracks from reflecting through.

The second phase of a cape seal is a slurry seal (sand and asphalt binder), applied approximately two weeks later, that provides a smooth ride and black finish color. 

Certain streets will only receive the slurry seal due to the pavement condition. 

Construction Schedule (June - July 2023)

• Curb ramps, sidewalk, curb and gutter - June 1st - June 20th
• Striping removal, crack sealing - June 19th - June 27th
• Chip seals - June 27th
• Slurry Seals - July 10th - July 13th
• Pavement striping - July 17th - July 26th
• General work hours - 8am - 5pm

The 2022/2023 Surface Seal Project is possible due to Measure D, the Martinez Road Improvement and Maintenance Measure.  Measure D is a one-half percent (0.50%) transactions and use (sales) tax, passed in 2016, which provides funding exclusively for Martinez road improvement and maintenance needs.
